Do I Need an HDB Permit to Change Windows in Singapore?

Replacing windows in an HDB flat is a structural job, not a cosmetic one. HDB treats window works as a safety-critical modification — get the paperwork wrong and you face fines, failed resale inspections, and in the worst case, a falling window. Here's exactly what you need before any contractor touches your frames.
Do I need an HDB renovation permit to change windows?
Yes. A renovation permit is legally required for every HDB window replacement in Singapore. Your contractor submits the application through the HDB e-portal before any cutting, hacking, or installation begins.
Skipping the permit isn't a grey area. HDB can fine you up to S$5,000, and the unapproved work will be flagged during your next resale inspection. If you're working with a BCA-approved factory contractor like WSS, the permit application is handled for you as part of the install.
Who is allowed to replace my HDB windows?
You must engage a contractor with two specific credentials:
- BCA-approved under RW01 — the workhead specifically for window replacement.
- HDB-licensed — listed in HDB's Directory of Renovation Contractors.
A general interior designer is not a window contractor. They typically subcontract the actual install to a factory — and that subcontracting chain is where margins balloon and accountability disappears. If you want to know what that markup looks like in dollars, see our HDB window replacement cost breakdown.
What design rules does HDB enforce?
You can't fit any window you like. HDB protects the building facade, so your new windows must match:
- Profile and proportion. New windows match the original opening dimensions and pane layout.
- Colour scheme. Frame colours follow the block's existing palette.
- Safety hardware. Sliding windows need self-locking stoppers and synthetic resin stoppers. Casement windows need stainless steel Grade 304 rivets — the cheaper grades corrode in Singapore's humidity within a few years.
- Panel sizes. Sliding window panels generally cap at 1.2m wide. Oversized panels are an automatic permit rejection.
These constraints don't limit your choices much in practice — a good casement window or sliding window from a factory contractor already meets the standard out of the box.
Frequently asked questions
Can I apply for the HDB permit myself? You can't. The permit must be applied for by a BCA-approved, HDB-licensed contractor on your behalf.
How long does the permit take? Usually 1–3 working days once your contractor submits a complete application. Site measurement + permit + factory production + install runs about a week end-to-end for a typical HDB.
What happens if I already replaced my windows without a permit? Stop further work, engage a licensed contractor immediately, and have them inspect and bring the install up to standard. They can apply for retrospective approval, but expect to pay both the permit fee and any remedial work.
